Harayana Budget Announced: 6481.48 crores worth, 23.92 more than previous

Chief Minister Manohar Lal Khattar presented the budget for the first time as a finance minister in the assembly. This time a budget of 1,42,343.78 crore was presented. The Chief Minister said that more than 300 suggestions were received regarding the budget. 620 suggestions were given by the MLAs.

Farmers, Agriculture, Animal Husbandry and Dairy

  • This time a budget of 6481.48 crores has been kept, which is 23.92 percent more than the previous time.
  • The Farmers Welfare Authority will create a mobile app. In this, one farmer could use agricultural equipment (tractors, rotavators, cambiles, harvesters) of other farmers.
  • Now, the interest-free loan facility will be available from the cooperative bank as well as the nationalized bank.
  • It will be 60 thousand rupees per acre and a maximum of Rs 3 lakhs. Three conditions have to be met for this facility.
  • Relief in farmers’ electricity bills. Only Rs 7.50 per unit had to be paid on business activities. Now the unit will have to pay Rs 4.75. A separate category will be created for this.
  • CCTVs will be installed in all warehouses of the state’s storage corporation, Hafed, Food, and Supplies Department.
  • Crop dyers will be installed in all the big mandis, so that the farmers get the full price of the crops without any cut.
  • Parali procurement centers will be set up at the site of crop residues. Added to E-NAM in 54 mandis. So that it is easier for farmers to sell crops at the support prices.

Gardening

  • 2 more excellent horticulture centers are being established.
  • In 2020-21, the grant of establishment expenses for kinnow, guava and mango orchards will be increased from 16 thousand to 20 thousand rupees per acre.

Fisheries

  • 2 large pellet feed mill plants and 10 small feed mill plants will be set up under the saltwater fishery farm.
  • Catfish and Pilapia culture will be started in 250-250 acres for the first time in the state.
  • A prawn chilling and processing center will be created for shrimp farmers.

Animal Husbandry and Dairy

  • 2.20 lakh animals were insured under Pandit Deendayal Upadhyay Livestock Protection Insurance Scheme. Haryana is the first state to implement the Haryana Animal Act 2019 for the welfare of animals.
  • This time the arrangement for the state’s gaushalas increased from 30 crores to 50 crores.
  • Government milk producers supplying cow’s milk will be given a subsidy of Rs 5 to Rs 5 per liter. This will be equal to the subsidy given on buffalo milk.
  • Bulk milk coolers will provide milk cooling facilities at the level of milk producers’ cooperatives.
  • Sortid semen is given at the rate of Rs 500 for artificial insemination. It will be given at the rate of Rs 200 per straw in 2020-21.
  • Mobile Veterinary Units will be started through Animal Sanjivani Service.

Education and facilities

  • Board examination will be started for class 8th.
  • Pure drinking water from RO will be made available for children to drink in all state schools. Solar panels from phased panels will also be made available in every school.
  • The decision to open 4000 play-way schools for 3 to 5-year-olds.
  • 212 multi-purpose workers will be appointed to oversee independent state primary schools. An honorarium of Rs 10,000 will be given to each worker.
  • Children will be given tours to introduce them to the culture of another district.
  • In the mid-day meal scheme, Besan Laddu / Pinni, one day a week and 3 days a week, will now provide milk to children daily.
  • Free bicycles will be provided to scheduled caste students taking admission in 9th or 11th classes of villages where there is no high school or senior secondary high school.
    Under the Chief Minister Competent Scholarship Scheme, scholarships from 6th, 7th and 8th students will be awarded Rs 1500 to Rs 6 thousand on the basis of examination conducted to get minimum 80 percent marks in 5th standard.
    The Right to Free and Compulsory Child Education Act: Fees and funds will also not be taken from students who are studying from 9th to 12th of poor families with an income below Rs 1 lakh 80 thousand.
  • It has been decided to open the State Model Culture School in 98 blocks.
  • The decision to open 1 thousand primary schools in the English medium.
  • Free transport facility will be provided to all students pursuing science education.

Higher education

  • The total budget of education has been kept at Rs 19639.18 crore, which is 28.60 percent more than the previous time.
  • 4 more state colleges will be opened in the coming session. Next year 18 more state colleges will be opened.
  • Classes of science faculty will be started in 10 more state colleges from the next academic session.
  • Free passports will be made for all final year students in colleges.
  • The facility of trainee driving license will be given in colleges. Its information will be taken on the form at the time of admission.
  • In all hostels of universities and colleges, 20 percent of seats will be reserved for scheduled caste students.
  • Tuition will not be taken from girls of poor families with annual incomes up to Rs 1 lakh 80 thousand in all faculties up to the postgraduate level.
  • Provision has been made in the budget to install 2 thousand CCTVs in government colleges.
  • Provision for installation of 2000 CCTV cameras for 24 hours surveillance in all colleges.
  • Science students of the state’s school and college will be trained for soil and water testing.
  • Digital libraries will be free.

 

Cooperatives

  • The first cooperative tetra pack plant will be established.

For ladies

  • Separate 10% seats will be reserved for women farmers in all vegetable mandis of Haryana.
  • 500 new crutches will be opened for working women babies.

Skill development and industrial training

  • 24 new model industrial training institutes will be set up in 2020-21.
  • A state-of-the-art Model Skill Center will be set up at Government Engineering College Panniwala Mota, Sirsa.
  • The budget for skill development has been kept at Rs 847.97 crore, which is 23.61 crores more than last time.

Employment

  • The budget for the employment sector has been kept at Rs 416.02 crore.
  • Call centers will also be set up along with employment portals.
  • We will be able to connect 25 thousand youth in the private sector with employment opportunities.
  • The youth will be given coaching and training for government jobs.
  • Aim to connect 1 lakh candidates with government jobs outside Haryana in the next 2 years.

Sports & Youth Affairs

  • The sports budget has been kept at Rs 394.09 crore, which is 12.83 percent from the previous time.
  • The daily dose allowance of outstanding players has been increased from Rs 150 to Rs 250.
  • Plan to open a high-performance training center for players.

Health

  • Families whose annual income is less than Rs 1.80 lakh or who have less than 5 acres of land will be given benefits equivalent to the
  • Ayushman Bharat Pradhan Mantri Jan Arogya Yojana.
  • These families will be able to avail health insurance up to Rs 5 lakh.
  • The facility of the cath lab, MRI, CT scan will be provided in all district hospitals.
  • Dialysis will be provided in all sub-divisional hospitals.
  • The ultrasound facility will be expanded to the level of every community health center.
  • Ventilator facilities will be provided in all district hospitals.
  • 27 new ALS ambulances will be added.
  • Provision of chemotherapy will be made in all district hospitals.
  • A full health check-up will be done for the health of all the people. It will be attached to the identity card.

Aayush

  • Increase facility in 2 thousand gyms and gymnasiums.
  • They will be converted into wellness centers.

Medical and research

  • The number of ventilators in medical colleges will be increased from 190 to 400.
  • Free passports will be made for daughters taking nursing education.
  • This time the health budget has been kept at Rs 6533.75 crore, which is 23.03 percent more than the previous time.
